The items listed there under Latest News are the 3 latest featured posts, so this is working as intended. It includes posts from News & Announcements, Developer Journals, as well as any post that a moderator features.

The items on https://chroniclesofelyria.com/news only draw from the News & Announcments forum, which can only be posted by staff.

We should re-title the Latest News header to be Featured Posts, and View All shouldn't go to the News & Announcements forum but go to a list of all the featured posts or something.

So it's working as intended, but maybe not clear in its intention! :)
