Each package provide a number of 3 souls, which are needed to create a character.
It means you can currently have 3 characters per account.
Will it be possible to bought more soul ? I don't know.

Yes soul booster packs will be sold to get more souls.
At the present time, and to my knowledge there is no limit to the amount of characters you can have on one account. As mentioned above, you will start with a Spark of Life and 3 souls from which to choose. For additional characters you will need additional Sparks of Life. So to active all 3 souls you will need a total of 3 Sparks of Life. And remember all your characters will age regardless of whether you play them or not (they will always be in the game world) so the more you have the more it will cost. For 3 Sparks of Life for 3 Souls will cost approximately $90 per life cycle which can be anywhere from 4-5months to 10-14months depending on play style.

A quick Q to follow on from this - if you have 3 characters per account, how will the OPC function work? Will 2 toons be OPC while you play the 3rd?

All your characters will remain in game, your alts/off characters will stay in OPC mode (scripted mode) and your main/current character can be fully controlled. And yes, you can have interactions between your Active character and your OPC characters, though it will be limited by the scripting of the OPCs.

All toons are OPCs they aren't online. So yes.

Yes. The question would be, how good are those guards at fighting if they are not often played. Depending on how many hours you put into them hiring some NPCs may work better.
