Be sure not to confuse EP with IP, Zultra/Maulvirn/Whoever you are now. And I'm sure the ones you talk to aren't kings, they're people who buy into the game like te rest of us. Unless like.. some foreign king decides to play this game, which would be cool.

EP/IP difference doesn't really matter in this scenario. If he's spent over $1000 cumulative, that's 10k IP, regardless of how much of that is EP.

It is cumulative so if I put in 1k worth of EP that is 10,000 EP

I'm $50 away from rank 9 but I really don't wanna spend anymore money but then I tell myself it's just $50 dude, but then I tell myself it's just a rank dude and ranks don't matter but then i'm like just do it man spend $50, but then I'm like well if I'm going to spend $50 I might aswell add on another $150 and take advantage of the 3000 EP package but then I'm like jeeze dude don't spend $200 is you mad man. But then I'm like if you spend $200 you'll be close to 10k and get exclusive access so then I'm like spend more than $200 to gain access, and then i'm like well if I spend more I might aswell buy another 3000 EP package cos it's on offer and then I'm like no dude don't go spending $400!!
