You can go up, and in respect to mayor its actually fairly simple. Your package determines your starting position. This means in the case of gentry you can either go way up and ascend the throne over time, or in the case of a king only hope not to fall(though thats unlikely to last).

Scroll down to the section on "Claims". It will describe how a commoner or lower nobility can gain power.
A commoner can become a mayor, then a count, then a duke, then a king but it will take time. A king, duke, count, and mayor can also be removed from power.
CoE is pay to lose.
I start out as a count currently but within a single life I could die a king or a penniless pauper depending on my luck and actions within live the game.
Backing at a higher tier means when the game opens you would start out higher in rank but not necessarily have a better lot in that life. Just a different starting experience.

Your package determines where you start from. You determine where you end up at. You can start as a commoner and end up a King, it is just going to take a while and a lot of work on you part.

Your package determines where you start from. You determine where you end up at. You can start as a commoner and end up a King, it is just going to take a while and a lot of work on you part.
