The world has been around since before we enter the game so some things will already be present. Many towns, cities, etc. will already be formed. However, that doesn't mean you cannot build something from the ground up.

Haha, a lot of people have put in a large investment into CoE with high hopes for it. But money has to be made to be able to get the resources for the production of the game ^.^ So they did something right!

No need to criticize other people's financial decisions particularly when you do not know their financial situation.
Yeah some settlements and kingdoms will already be there when game launches. However, during land selection you can spend EP to build up the world. Placing down structures and buildings, constructing roads, etc.

In my case it wasn't like I plopped a grand down all at once. I did it in drips and drabs. I must have updated my pledge 5 or 6 times to get where I am now. Dosn't feel like a grand when you do it that way. LOL.
