There are lots of things that might be wrong...

Did you: click Store, find a pledge package you want, click to purchase a pledge package, scroll down and confirm your purchase, click the cart in the top right and proceed with payment?

If you are gifting from another account, you need to click your name in the top right, click inventory then gift it from there. On the receiving account, click the name, go to inventory and claim it.
