The Dread Legion will also have a navy and work as privateers.
There are no pirate guilds right now. Those are both militaries.

EoX has a military branch yes, but it is a lot more than that thank you very much.
You were talking specifically about your military not about the rest of your kindgom, so i did the same.

at a guess you've no idea what pirates are. When someone asks about where the pirates are, if you know what defines a pirate then you wouldn't ask them if they are interested in joining your navy :D
They live at sea, are outlaws and are free and independent of the rule of any nation or governing body. They follow their ships captain but otherwise they do as they please.
In response to the original question, there are no pirates because there are no ships at launch to be able to make a pirate crew, and even if you did, permadeath awaits all who live at sea.
Currently there are no means to travel the seas of Elyria, we only have small boats, basically no technology yet, so if you want to become a pirate help with the research of Ships :)
