Yes there is a planned mechanic to transfer knowledge from one player to another via training.

In CoE people can teach their knowlage to another and as @Rainborn has said.

There is a skill branch under Bardic skills, you can see that on the wiki:

"Teaching is generally an interactive process requiring both people to be online, and that means have someone as teacher/mentor and other as pupil.

The teacher must have both sufficiently high Scholarship skill, and sufficiently high proficiency in the skill they’re trying to teach. In this way, it gets harder and harder to find good teachers the better and better you become. Teachers also benefit, as they continue to develop their skills while teaching."
