There's roughly 5% chance you'll have a talent, so they'll be rare in general.
There are 2 ways to get a Talent.
first, there ist an estimated 5% chance to get a random talent. That could be anything, even magic. But you have to find the trigger to activate that talent.
second, there is a chance to be given a talent by the soulbound engine.
There might be a war between 2 duchies and destiny says there has to be a wizard participating. If people dont manage to find the trigger for their magic talents, the soulbound engine will grant magic to someone who deserves it. (The more active you are in the story, the more likely it is for you to receive that talent)
There are two ways to gain a talent.
-You get one randomly, at Character Creation. Each character has a chance of getting a Talent. However, you don't know that you have a Talent, and it needs to be activated somehow, with some kind of trigger. That could be anything.
-You get a talent by simply to making yourself part of the story. That means that if a character, at some time, is in the best position to advance the story, the Soulborn Engine might give him a Talent to help him do that.
-With both of these combined less than 5% of the population that will have a Talent latent or discovered.

So during a character creation there could be a chance that you get a talent, but you still have to find a way how to find out what it is. You can spend all your life having a talent but not meeting the correct trigger.
On the other hand you can, as you explained do something in game that will give you a talent, but it also is not guaranteed - you can kill 100 dragons, 50 demons, a king and a chicken and have no talent.
Now do not become discouraged.
-In actuality 5% is rather generous. 5 out of every 100, 50 of 1000. When you notice that this is an MMORPG and at some point the amount of players may reach tens of thousands or larger and that it will take time to progress.
-It means that players whom started early will have progressively better odds of attaining a talent since you will be more involved, hopefully actively, in the systems destiny construction while the numerical character amount of 5% max cap for 'talents' increases with new player arrivals.
-Though.. Funny thing about odds is you flip the coin at 50% and may land on tails 4/4 times.

i still cant believe people use a wiki as a source for anything. the answer is NO everyone doesnt get one you are born with the talent either you find out you have it or you dont no other way.

Your best bet is to plan on never having a talent of any kind because that is the most likely outcome.

The main thing you have to remember is, even if you are lucky enough to get a talent. You won't know. You have to "trigger" it. Which you could live out your life and not trigger it.
I thought everyone has a dormant 'talent' but only a small amount are magical. Another person might just have better learning ability in a skill. Or has a little more chance to find berries etc.
