I believe COE should allow in game world leaders choose a government for there kingdom. Whether it's a democracy mirroring the senate of the Roman Empire, Monarchy and Oligarchy. What do you think?
I think that the plan is to allow that over time, through research.
As it stands right now, you already have some flexibility through the contract system.
