Yes, buying the pledge gives you the right to be able to buy land during exposition using exposition points. Your pledge comes with enough EP to buy 1 average plot of land. (100 EP)
ok. So I buy the land but then I have 28 days to put a house on it or loose it?

No, you can just visit it and no one can take it via adverse possession.
Adverse possession happens when you haven't visited your land in x amount of time.
