No, once there game is launched you would simply need to find someone who planned to breed horses and buy one from them when they had one available to sell to you. :)

As Platypus said, if you want a horse/pure bred horse you can tame wild ones in the wilderness or you can barter/work for one from a tamer shop. Which can be run by either player or NPC.
