do people get to make or help build a city

I have a few ideas and I would like to help to bring it to life but don't know if people have to have a class to do this I've been reading a lot and watched a lot of video updates I really want to know how we can do this?

Yes. During Launch you can assist with building a city from scratch by buying land from an exististing count to either build extension or create your own hamlet and grow it.

The packages that allow you to build your own settlement are gone. With enough exposition points, you can try to do that on undeveloped land, but that can be expensive. I recommend finding a server, looking for a kingdom, duchy and county, and then trying to find a receptive mayor or magistrate you can work with.

You don't have to build your own settlement, in fact I would discourage doing so initially.

if you want to have your own settlement, join a small existing hamlet or village in whatever context you wish (chosen profession/role) and work on acquiring the majority landholdings so that you effectively run/own the town as an elder and later as a mayor.

Talk to your count and/or duke and see if they will help you to build it up.

Once you take control you can then spend your time building it up, acquiring more land, expanding and developing it.

The Military's of Elyria will need dedicated builders to first and build and then maintain fortifications.

Once the game launches you will be able to start your own hamlet and build it up from there, without buying exposition points or anything other than in game currency/resources. I agree that you should look to help build up other communities in the beginning though as starting a hamlet will be expensive and possibly physically difficult depending on where you are located.

It actually depends on what plans you have in mind.

The mayor is responsible in zoning the layout of a settlement. As long as a parcel of land is contributed to a settlement, the mayor can decide what can and can't be build on that land.

On top of that, the mayor will be representing the settlement to negotiate with the Count on exploitation of resources within the county.

There were some words about setting the rights of citizenship, and influenceing some law & tax local impact. But those are systems we don't have much info, so may have changed since last time I heard about it.

If your plan is just starting a guild / organisation / association, then you can defintely do so yourself.

And.. I don't think CoE have any traditional classes so to speak.
