Is pvp allowed everytime or there are consequences when you kill a player?

Both. PvP is encouraged in CoE, but the games aims for a degree of realism, so if you run around pk'ing random people, particularly in a town, in broad daylight, you will likely end up with a bounty on your head and/or chased out of town by NPC guards.

This game will reward those who leverage skill and not just a hack-fest.

PvP will also come in the form of non-violent PvP including politics, diplomacy and economic manipulation.

PvP isn’t limited to killing people or even combat. You can and will compete and cooperate with other players (and AI) in many ways.

Combat is just one of them, others are information gathering, competing on resources (collection, production, selling). For example you could compete to be the best blacksmith in the region, or the most well known/well connected person in town.

And which types of interactions are encouraged/discouraged will depend on local laws, although I think in most regions killing other people will be strongly discouraged (I.e. punished severely).

If establishing dominance is what you want, you should find a way to establish dominance in a peaceful way (or become a strong enough outlaw, with a following, like a mafia boss, to basically be the de facto ruler of the area) by going into diplomatic (rising the ranks in politics or influence) or by dominating the market or a skill in a way.

If combat is what you seek, join the guards or the military.

Yes, no and yes. Essentially, what is and is not allowed will all depend on where you are. Some towns/cities will be like Midievil London and Paris, cities of laws, enforced by sheriffs and knights, where others....other towns will make the tales of Tortuga during the heights of the age of piracy seemed to be more civilized then either of the two, where the only justice you can find and the laws enforced are the ones that you can do so with the use of your own weapons, feet and fists.

It is going to be an interesting world that we will be in.

Even still PVP would be allowed within towns and stuff. Especially for training, and for skirmishes and arenas. Etc. Its only really bad if it's meant for harm or if you kill someone.

You can design special areas for training or arenas, so there is actually no reason at all to generally allow fighting within usual settlements.

Totally agree, how this PVP model eventually all plays out is one of the most interesting features and a large reason for why I follow this title's development.

If I'm not already late to the party on answering your question, then the answer is yes; but more importantly it depends on the level of PvP you want. You can outright murder just about anyone however the legal system will most likely get you unless you've actually prepared to assassinate someone without leaving forensic evidence. I'm sure legal, contractually signed duels will be a thing as well.

Murder via CDG will always leave some evidence behind. This is to facilitate somebody with the investigation skill attempting to find out whodunnit.

I imagine there will some contest between your deviancy and their investigation skill to determine how easy or difficult it will be to find you out.
