How long does it take the system to process a count upgrade?

For instance, if I’m on the fence until 1 hour before my mayor pick time, and finally decide that town is worth the cost, can I switch to count, and get it?

Or will it take 24 hrs to process, or some such?

I would think you would be able to select that town as soon as your pick time came up, yeah

I bought my fourth county about twenty minutes before my pick time and it updated instantly.
