The Town of Little Peak in the County of Blacklast Arch, Duchy Conclave, Kingdom Vornair, NAE is unclaimable. The message says that the settlement has been reserved by the owner of the county when the owner has picked the city below it. Screen shot below

Hi, this is a known bug, and they are working on a fix now.

Though I do get a kick out of the fact that this is a perfect example of why I said that restricting mayors choices was a bad idea. The law of unintended consequences is real, lol.
