I have participated every week of the event and got ingredients every week, but I didn't get a recipe.

The recipes haven't been handed out yet, Caspian said in discord they are coming out the day after.

I also haven't received a recipe yet, despite many people in my kingdom sharing what they have got. Bought something all 4 weeks of the event and received the ingredients for each week.

As @Ineluki have said, there was a official advert in Discord common channel, you can read It below:

Some members of our web team are out sick with the flu and I just discovered that the script to award the recipes wasn't complete. So we'll have to finish the script and run it tomorrow.

The recipes have been given out now though, check your inventory.

See my posting about communication of requirements for anyone who is missing their recipe, it is likely that you fell afoul of the same problem of one week's purchase not meeting the categorial requirements.
