The Influence Point system hasn't been fixed, unfortunately. The reason IP isn't being awarded doesn't seem to reproduce locally, so we're having trouble tracking it down.
However, I did spend some time this morning manually updating the IP table to reflect what the database says. Influence chart is accurate as of 11am PDT 8/15/15.

I should note that there are many ways to get Influence Points. I believe Zultra's points are from inviting several people who created their own accounts. This is an important part of growing our community, so we've placed a big reward on using your Friend Codes. Now we're adding points for upvoted forum posts as well, so you'll start to see those trickle in as people get used to using the voting mechanism. I believe Caspian also gave 50 points to the early members, but I don't remember whether that was the first 100 or 250 or what.

Actually, I didn't award IP yet for the first 250 members. I need to add that back. As for your IP Luccheno, it appears only one person has used your friend code. Tsk tsk... Someone's lying to you. :P
You've only received Influence thus far for referrals. I'll let you do the math. The post rating system hasn't awarded IP to anyone yet that I can see. And I haven't manually added IP for bugs reported.

We're still determining the exchange rate - both for rewards, as well as for activities that earn Influence.
It's difficult to determine how much an abstract concept such as a highly rated post on the forums is "worth". Or put another way, it's difficult to determine how much that influences the success of the game.
We will likely normalize the awards as we go along to make sure relative value is accounted for. In the mean time, we're thinking that around 400 Influence will buy the Standard Edition of the game.
Disclaimer: Influence earned from referrals will be applied only for friends that themselves buy the game or earn 400 IP. This is to prevent people from creating a bunch of duplicate accounts just to earn Influence.
