This would not necessarily be the best talent to throw into the pool because it only works with the npcs in a mostly pc based economy

I disagree with Rebultfob...

The game will have quite a few NPCs in the game. The 'Passive Persuasion' talent could be effective when accepting NPC contracts for their general labor services in your business. When Aristocrats institute higher tax rates perhaps it will decrease the amount of NPCs that relocate.

Let us not forget that even when a player leaves the game their character becomes an OPC (Offline Player Character) and that based on the script you gave it (Offline tasks) your OPC may interact with the PC that has the 'Passive Persuasion' talent and become subjective to the talent. ---An Example is an OPC Store Front Manager selling goods may provide him with a minor discount.
