Don't quote me on this but I think we will be able to create signs and hang them outside the establishments. And there definitely going to be a message board probably located as you enter town, perhaps at the middle of town, and perhaps at the tavern as well. This would be the only way to announce a job opening or a quest to be given other than paying a town crier to walk around yelling the information.
