Yes, you can.
I you buy a $1000 package now, you can still upgrade to the $5000 package at a later date
and the upgrade will only cost 4K; because it does factor in the price of the package you currently have.
Yupyupyup! The only thing that doesn't count towards upgrading your package is addons such as EP (Exposition Points.) Other than that, as BlankWindow said, any money spent on pledge levels will be automatically re-applied to higher levels if and when you choose to upgrade.
