Actually they said they wouldn't answer the question.
How odd, I wondered exactly the same thing.
Great minds think alike.
(The reason I didn't ask it in Q&A was because I thought they once said terraforming was not a thing in this game, so even though I'd love to know the answer, and also I'd love to know if we'll have moats/trenches/canals, I think the answer is no, unfortunately).
Also, I didn't feel like it would be on topic anyway, as it was about world generation, not world manipulation.

Is wish some terraforming were possible. So much potential for technological, sociological, and enconomic advancements.
So sad.
It's not like they said it will never happen, but it's just very costly to do, so it will almost definitely not be at launch, and perhaps maybe be at a later date if they can actually afford to put in all the extra work. If it's possible to add it after launch even.
So it's basically a no for now, hopefully a yes eventually.
