Well done this is really cool
A quick little map drawing of my vision of a small farming hamlet :) **edit: technically the mayoral residence is applicable after the hamlet is established as a village then a town, as it does meet the requirements to at least move up to a village and then just requires a townhall to then move to a town.
This does pose an interesting question though, if you have a ton of land and want to form a hamlet or village, can it be run by a council of one - or an unofficial mayor :)

Ah yea, I guess that would be the council - so this would be more like a new town via town charter. As I said, this was quickly done and I was following the wiki...which was honestly a little misleading :S http://chroniclesofelyria.gamepedia.com/Settlements
This is really cool :) It is along the lines of how I wish to play the game as well. I want to run into the forest and build a hamlet / village. If you wish to merge and begin it's growth a bit early feel free to message me =)
