Works fine for me. Assuming you are clicking the layaway button, within your pledge? Tried doing the normal clearing cache etc, to see if that fixes it?

Shop -> Manage -> Layaway -> Select 10%

Works just fine

Are you clicking checkout or layaway? Checkout will make you pay for the rest, layaway lets you pick how much you want to pay.
