I think Boudragon is a good person to get the duchy title in NA-E.
He isn't an omega-whale who can just buy several duchies, but he has a lot of support and already has a community.
And of course, he's in bordweall, and it just makes sense for a duke of bordweall to have the SHIELD as an important part of their fighting style.
I haven't really seen any other good candidates for the title either.
