As far as we know, yes. It all depends on what you plan on doing in game but to learn a skill you start out honing your skill via books, instruction, observation and practice.
According to the wiki, in one character lifetime you can reach the Master tier and it will take multiple to reach Legendary.
I strongly recommend you check out these two design journals, bear in mind that they are separated by almost 900 days! However, the concepts from the first are largely maintained, save for the skill challenges.
