People who are already counts and have additional mayor packages can turn them into county packages and thus become multi (ou "multier") counts.

During dss or the dutch auction? I'm still not totally clear how this is doing over mayors. As a bloodline if a mayor package gets cheap enough I may upgrade in the future you see so I'm genuinely curious.
As the mini-promo reads to me, the count upgrade was intended to help Mayors with something or other issue. However, many Counts seem to be using it to gain a 4th, 5th or even 6th county. I feel that it is outside the spirit of the event, is all.
I could be wrong, but that's just my impression of it.
