Blackbourne Haven is dedicated to the culture of Elyria. Through the arts, military, religion, and community we will be focused on developing a town that can be an entertainment, artistic, and communal destination for all of Elyria. It is our mission to build the world’s center for different traditions, fashions, beliefs, lifestyles, etc.
Our city is headed by our mayor and ministers that make up our council. Below is the structure of our city council.
The Lord Marshal is the chief military commander of all forces within the jurisdiction of the mayor as well as the senior-most minister of war, defense, and law enforcement.
The High Priestess is the overall head of the local church and is responsible for arranging and executing all social events in the Blackbourne Haven.
The Minister of Guilds is elected from among the guild leaders to speak in their interests and acts as the chief advisor on business, commerce, currency, and the arts.
The High Chancellor is elected by popular vote from among the citizenry of Blackbourne Haven to speak for the general population and its people. The High Chancellor is the highest advisor in matters of public works, public health, population well-fare, and tax administration.
The council will be responsible for the day to day running of the town, lawmaking, general city planning, and overall expansion strategy. Each minister will have their own responsibilities which have a direct impact on the overall governing of the city and will advise the mayor prudently on relevant matters and concerns of their constituents.
In addition, each minister including the mayor will have a vote on the passing or amendment of laws that affect the general well fare of Blackbourne Haven. The Mayor is responsible for delegating tasks and projects to ensure that laws are communicated and enforced.
The military will be a highly structured organization responsible for the defense Blackbourne Haven, enforcing city laws, as well as answering the kingdom’s call to war as ordered. The Mayor is responsible for appointing a Lord Marshal as its supreme commander and minister of war and defense. The Lord Marshal will organize the military and its functions in conjunction with council decisions and directives as received from the Mayor. The military is responsible for the defense of the mayor, the council, the people within its jurisdiction and for answering the call to war as appropriated by the kingdom. The military will also act as the cities law enforcement and will have plenty of opportunities for new recruits or persons looking to get away from a prior life.
Blackbourne Haven will have an Academy of Arts to train in a variety of artistic skills. From performing and sculpting and any other artistic pursuits, we hope to be able to produce the finest artist in all of Elyria. The headmaster will be responsible for all administrative duties including all hiring, upkeep, and enrolling. In addition, crafting apprenticeships will become available as masters and demand arise. Scholars and students who show acute specialties and mastery may even be offered to join the finest artisan guild in Blackbourne Haven.
Religion is an important part of any culture. Although all religions are welcome in Blackbourne Haven, the official religion will be Virtori. The High Priest(ess) will be responsible for setting up and running all the community events. Our clergy are dedicated to the overall betterment of the general populace and its well fare.
Blackbourne Haven is centered around community. There are many festivals, tournaments, and other events to draw crowds to our town. We strive to use these events to build our population, draw the crowds, champions, and jesters of foreign lands, and to become the most celebrated settlement in Elyria.
