Are we still able to buy titles? If so, how?

No. But you can buy a settlement/domain if you have a bloodline package when settlers of Elyria comes.

what about if the player stop ? there will be any possibilities to win the title in game ? or with game money ?

If a player stops to play, temporarily or not, his character is still present in the game as an OPC (offline player character), which is basically an ai controlling the character, with basic scripts or player made scripts.

But of course all titles can be lost and taken by anyone, as long as that "anyone" meets certain criterias that allow him to take the title. You can find some more information about it in this Designer Journal : DJ 18 - Kingdom and Land Management

But you should go and read a lot about the game and build a solid community if you really plan to overtake someone, that won't be a small task you can do alone and without proper knowledge. With ingame mechanics…or at least mostly. Just if you are aiming for a mayor title you might have an "easy" way to buy you in as the number of the to the settlement gifted parcels is defining your voting weight at elections and elections for mayors are regularly. If you gift enough parcels to a settlement you might be able to be this way the new mayor but most likely it will be easier to convince the voters (NPC and players) by helping them.

For the higher titles (count, duke or king) you will need fame to keep the title or be able to claim it. You can generate fame by doing something outstanding…e.g. winning an arena tournament but I guess also your daily work will create at least a little bit of fame. If a player has not enough fame to claim his heir the player will lose the title once his characters lifetime ends and an NPC will replace him. This way just active players will have/can keep a title.

To claim a county that is ruled by an NPC or player you need a Casus Belli from the local duke the county is in. If you are granted that right you have to fight for the county seat settlement and once you have won you have to secure the county for one month till you are officially the new count.

To become a duke you need a Casus Belli from the local king and to become a king you need a Casus Belli from the majority of dukes within this kingdom but also in these cases you have to fight the current title holder.
