You can’t buy the package any longer, but if you desire being a mayor, Count, or duke you can purchase the domains when Settlers of Elyria begins again.

Ah, alright. I'm definitely looking into becoming a duke/count/baron, something along those lines. Looking for this for my heavy rp needs and mechanically in game.
Well to be a baron you must be a mayor and secure a contract with your duke. Baron will not be a title you can purchase during Settlers of Elyria. It is a title that will not be available until the game is available and said contract is agreed to by both parties.
Depending on which server you intend to play on there may or may not be any duke positions left.
Count Ruthgar Rugharin, County of Bragen Veld, Duchy - Conclave of Aritaur, Kingdom of Vornair.
Ah, well, then being a duke/ mayor looks to be the direction I'm heading. A land owning noble at the head of a settlement or (preferably) settlements.
Well, SoE will only allow you to purchase one title, so you would not be able to be the head of multiple settlements unless you purchased multiple settlements on multiple accounts.
Also, keep in mind that you have to purchase all the titles below the title you wish to end up with. So first you must have a bloodline at minimum to purchase a domain during SoE.
So if you wanted a duke title for example, you would need to purchase the duke title, the count title for the county, and mayor title for the settlement.
Costs: Bloodline - 135
Duchy (using Fortuna) 985.39 (duchy of Blacklily)
County - 386.19 (Boarsea)
Settlement - no price listed for town but let's say 100
To be a duke it would cost you roughly 1606.58.
You might be better off spending a bit more time researching the game, and what each role entails, so you don't end up buying something you really were not interested in. Also, if you do find yourself still interested in buying a higher rank title, you definitely should talk to the kingdom you end up purchasing it in (If SoE ever actually happens) before you make the purchase, rather then later.
Diplomacy? That's the name of my Axe!
you can build a town if you get 3 people with bloodlines together thats what im gonna try and do

So, the Proprietor pack in the store wouldn't be a better version of the 'Bloodline' pack?
proprietor u get more shit and alpha 2 access but bloodline is the minimum for a family that other dudes can spawn into as adventurers to start building a town is what i got from it

What are some of the more roleplay/pvp heavy kingdoms/duchys/etc?
Every kingdom has people and/or groups interested in roleplaying and PvP. CoE is, after all, an RPG. There's just no comprehensive listing of them anywhere.
With no actual game to play yet, you may also not find the kind of roleplaying you're looking for at this stage.

CoE does seem like a game that caters to us roleplayers and, in a sense, requires it when it comes to politics, trade, etc. I just wasn't sure if there were any Settlements, Counties, guilds(or whatever they're called) and so on that have made RP a requirement for membership.
