I had expected counts/mayors going for way cheaper. Yet Kings/dukes are insanely cheap. Of course I doubt a duchy could hit 650 bucks, but that's dam dirt cheap, you can't beat it. Yet it's nearly the same as a county, within this sale. Very confused about how those prices work. Not complaining mind you, just interesting.
Lets say I have a Mayor package but did not choose my server so I could not get into the event, and now am forced to buy outright a settlement lets say; can my mayor package then own or takeover that settlement?

You cannot “leap frog” past your current package level without upgrading to the level above yours first. For example, if you as a Bloodline package holder want to purchase a county, the cost of upgrading to a mayor – which makes the purchase of the county possible for you -- will be included in the price that you pay. The exact cost will vary depending on which settlements and domains you pick as you make your purchase, so any discounts attached to those choices will still apply in the final price you see at checkout.
Does this mean that people might pay more for a settlement + title during the auction than the people who already have a title? Say I have a bloodline package and want to buy a town. Doesn't then buying a mayor title and paying for the settlement in the auction seem like paying twice for what people who already have a mayor title received for just the title price? Did I interpret this wrong?

If you have a mayor title and haven't made a claim, you will be able to even during the Settlers of Elyria event: Select a server, go to the settlement you want, and click on it. Instead of a buy now button you will see a claim button and you will not pay anything additional to make the claim. :)
What is a domain?
Domains are Kingdoms, Duchies, and Counties. Settlements are Capitals, Cities, Towns, Villages, and Hamlets :)

If you are bloodline and you want to buy a town, that is a direct upgrade, so no "leap frogging" will have occurred. You will pay the price for the settlement, and nothing further.
However, if you were a bloodline holder and you wished to buy a county, that would be "leap frogging" the mayor title tier, so you would pay the cost of the county and the cost of the settlement within the county that you select. So, for example, if the county you wanted cost $500 and the settlement you wanted cost $65, your total cost would be $565.

Expecting to set up as a mayor in one of the three "two town" counties in Bridgespider (Angelica server, Kingdom of Tyria). I'm hoping to end up with a city by the end of exposition for lawmaking ability, assuming I can keep the city sustainable. You will know it's me by the city name Raven's Roost
