Kingdom Abstract

What makes your kingdom concept different?

The Free Kingdom itself is going to be unique due to the method of its formation. We’re not going to have a community coalescing around an idea or a single leader, we’re going to have several very different communities thrown together. This can make the kingdom strong or weak depending on how these communities work together and monarch's ability to unite these diverse communities.

To that end I’m viewing the kingdom itself as a pact between the very different communities that will make it up. As King I’ll need to set the base terms of that pact and help communities fit into it while balancing the needs of not only the nobility, but all of our citizens. Ultimately, we’re in the Free Kingdom together and we’ll need to work together for the kingdom to survive.

Who the hell are you now?

Hi I’m Duffy (also going by the Concierge or Duffy the Concierge), and I humbly present myself as your potential King...well as humbly as I can for such an audacious statement. I've been in MMO gaming and leadership for around the last 18ish years, including experience in other sandbox games such as EVE Online, and most recently in Pathfinder Online. Aside from in-game activities I've worked on community aspects including in and out of game help/training, game related websites, and even co-hosted a short lived podcast about PFO with a name that is amazingly similar to the Town Crier.

Alright, how will this “Pact” work?

At it’s simplest it will be a combination of a basic social agreement between those living in the kingdom and the kingdom wide laws I would instate as King. This legal base is intended to be the minimum amount necessary to insure our players’ safety and keep the kingdom functioning day to day. Anything beyond those basic laws will be up to how the individual dukes, counts, and mayors want to run their respective territories. To maximize choice and opportunity for players the royal duchy of Calanor will only ever use these base laws.

The goal of this “Pact” is to setup a kingdom that can tolerate and utilize many different communities and interests. This unites them around a common framework for economic growth, defense, and war but avoids trying to force them to integrate into a single large community around an existing group or leader. I believe I have the right temperament and skills to handle forming and maintaining this Pact Kingdom.

What is the basis for your legal system then?

I believe the basis of a free and prosperous society is honoring and enforcing the contracts between it's members. The laws of the land are an implicit social contract between the kingdom and its people, thus they are enforced by those holding authority. Based on this ideology, I believe this duty extends to explicit contracts between players. The laws regarding what can and cannot be done within the Contract system will be as loose as possible to facilitate personal freedom and choice.

What's your governing structure?

The kingdom will utilize the traditional feudal structure for day to day operations. The King will consult the Dukes, the Dukes will consult their Counts, the Counts will consult their Mayors/Barons. While each level will hold ultimate authority over their particular territory, this is mainly a factor for expedience.

Certain actions will require a Kingdom wide vote, such as adding new base laws, some war declarations, base tax changes, etc... Additionally, polling will be used and strongly encouraged to keep track of the populace’s opinion. I will also create simple feedback system to insure complaints that aren’t resolved make it up the chain, even all the way to the myself if need be.

On that note, I see assuming a position in the Kingdom as taking up responsibility. While you may be well known and hold authority, the basis of our hierarchy is not to enrich or empower the individual, but to help the Kingdom thrive as a whole. Those who take authority and prosper while those under them suffer should be replaced by someone more competent, we should rise and fall together. When appropriate, I encourage use of Casus Belli to make the Kingdom the best it can be. I want to see those with the interest and ability rise through the ranks over the greedy and stagnant.

A big part of my philosophy is keeping things simple and practical. A complex governing system gets unwieldy, overly bureaucratic, and inhibits the average player from engaging with it. I'll seek to implement our policies and governing bodies in the simplest and most effective way possible.

What about advisors, councils, state sponsored entities, etc...?

For things like assembling guidelines or hashing out a law, a temporary committee would be formed from volunteers given priority to rank and experience to help assemble the details before publishing or voting. Any advisory positions will be based around activities or areas that require day to day monitoring and will be filled via appointment from a pool of applicants.

Aside from Kingdom duties I would like to sponsor Kingdom level projects and appoint someone to oversee them. Currently I plan to sponsor State Cartographers, as keeping up to date and accurate maps for the Kingdom and surrounding areas will be incredibly important.

What's your Tax and Economic plan?

Taxes will be gathered to maintain minimum Infrastructure, defend the Kingdom, and create a reserve for general improvements or emergency use, creating a base tax cap. Any taxes beyond that minimum will be based upon public demand for large scale Kingdom level projects. Such project would be discussed and voted on within our democratic process. Dukes, Counts, and Mayors may also adjust their local taxes as necessary using the same process as the Kingdom.

Economically I'm a capitalist and will leave individuals to pursue their own interests and seek out viable markets. i would like to setup incentives or use reserve funds to encourage areas or projects that are considered necessary but under represented. Allowing citizens to find the best ways to make money will leverage the hive mind nature of the communities over a few individuals trying to dictate the economy. As the economy grows so will our tax revenue, which lets the kingdom invest that revenue right back into it's infrastructure, creating a thriving socioeconomic system.

What's your Foreign Relations plan?

At the outset I see no reason to be anything but neutral or friendly to the existing foreign powers. Beyond that relations will be governed by the needs and demands of our citizens and any actions of said foreign powers. If the kingdom cannot get what is needed peacefully through trade and negotiation, I have no problem using more aggressive methods to get what our people need. I will do whatever is needed to insure our kingdom’s success and stability, within the context of the game’s mechanics.

How about religion?

As a kingdom driven by personal freedom all religions will be welcome. I have no plans to enforce a specific religion or even declare a state sponsored one.

I thought you were about Deviant mechanics?

Yes, I would like to integrate use of deviant mechanics into our kingdom as much as I can. However, we’ll need to curb or severely limit the effects such mechanics would have on our average citizen by restricting the legal use of such mechanics to interactions within the Contract system and the Dance of Dynasties. If this ends up being mechanically impossible I have no problem reworking or dropping the idea.

An individual should only need to worry about the legal use of deviant mechanics if they've broken a contract or are attempting to move up through the ranks of the Nobility. Random ganking, thievery, forgery etc... or any other such arbitrary use of deviant mechanics will be illegal. Of note: Forgery may be considered a capital crime as it heavily violates the primary tenet of contractual obligation and enforcement.

What are you calling this kingdom?

The first open vote will be naming the kingdom, I would prefer if it reflected those making up the Kingdom versus arbitrarily picking something.

Alright I'm interested, what now?

Between November 1 and December 31, 2017 buy some Kingdom Tokens and pledge them to TheConcierge. If that's not an option for you, just pledging your support in this thread could help bring awareness to those that can. If I win the kingdom and there are open slots anyone holding an aristocracy or nobility package that is interested in my vision is welcome to join us.

What if you don't win the kingdom but win one of the lower tiers?

I'll do my best to meet my vision at whatever level I find myself. As the contest goes on and we start to see where everyone stands I'll begin making overtures to the other potential rulers to determine our place in their potential kingdoms.

Kingdom Framework

I expect the framework to be revised once the Kingdom is actually assembled and feedback can be given on various ideas by all the parties involved.

Cardinal Laws

  1. Mutually agreed upon explicit Contracts are enforced above all.
  2. Safety and Self Determination for all. (Murder, Thievery, Travel Restrictions, etc... are illegal.)
  3. Right to Petition.

Ducal Council

Each Duke will hold dominion over their territory and can pass any additional laws so long as they do not violate the Cardinal Laws of the Kingdom. They will be responsible for reporting the status of their territory's resources, growth, taxes, and any other projects to the Council. While they hold no Kingdom level powers their advice will be sought by the King, particularly on matters that require secrecy and cannot be taken to the Assembly and when setting the base tax cap. They of course may also petition the King to initiate votes, take diplomatic action, or pass judgement on a lesser petition. It is strongly encouraged that Dukes convene a similar Count level council for their Duchy, how they do this is up to each Duke.

Public Assembly

Made up of everyone in the Kingdom the Assembly will vote on non-critical special projects, changes to the Cardinal Laws, and any taxes beyond the base tax cap. The Assembly will also be polled to gauge interest in pursuing Kingdom projects or even taking new directions as a Kingdom.

Ministers

Ministers will be appointed as needed from a pool of applicants to oversee a specific aspect of the Kingdom and report to the Ducal Council. They will be granted enough authority to meet their position's requirements. Some possible positions:

Minister of Coin

Responsible for tracking Kingdom level finances and helping set the base tax cap.

Minister of Trade

Responsible for monitoring the Kingdom's economy and arranging Kingdom level trade deals.

Minister of War

Responsible for monitoring defenses/militia supplies and preparing for war.

Minister of Maps

Coordinates the State Cartographers to keep up to date maps.

Minister of Scrolls

Responsible for all the Kingdom level Scribal duties. (If needed)

Accurate maps will help solidify names and insure strategic resource information is kept up to date.

The Binding Bank

The Binding Bank is a contract driven banking institution supporting the Free Kingdom and it’s citizens. The bank would be a separate institution from the Kingdom itself and cannot be accessed by the Kingdom’s nobility for funds. The goal of the Binding Bank is to propagate itself and increase account holder’s wealth. This would be accomplished via multiple services:

  • Money Transfers - Transferring funds across the world is time consuming and dangerous. To help with this the Binding Bank allows transferring funds between any two account holders at any franchise locations. This option will also be usable with any other bank like institutions the Binding Bank has agreements with, possibly subject to local exchange rates.

  • Loans - Short term personal loans backed by collateral and of course a crack team of bounty hunters.

  • Investments - Larger investments aimed at major development projects will be available to personnel in good standing who possess land and resources to post as collateral.

Seat of Power

My seat of power in the Free Kingdom regardless of what level I win will be Tradail, in the county or duchy of Calanor. From there I will rule and in my spare time focus on promoting the economy. I aim to turn Tradail into a bustling trade city, if not the primary economic powerhouse in the Free Kingdom. If it can be bought, sold, or contracted you can find it in Tradail.

The best King's in history are ones who have shown to be able to handle conflict and solve them when the situation arises. This leads to my hypothetical question to test your problem solving skills if such problems were to occur.

Due to serious real life circumstances you are unable to play CoE for 2 weeks. When you return to log back in you find that your nobles are split between 2 factions. The first a noble faction led by a Duke who has a Casus Belli on your throne. The second a royal faction who supports your reign. The noble faction see you as a negligent ruler and any attempt to replace one of them will result in civil war. They demand lowered taxes and increased privileges. The royal faction tell you to send deviants to teach those traitors a lesson. What decisions will you make to preserve your kingdom?

The key to mitigating this sort of problem is putting several processes in place to avoid the problem from even occuring. If done properly by utilizing any fail-safe mechanics and delegating responsibilities missing some reasonable amount of time (even a vacation could be a week or two with limited contact) should have minimal impact on how the kingdom runs day to day. If some required powers couldn't be delegated there's always the extreme backup of having someone I trust able to access my account, though that would be severely limited. Most likely to real life friends who could normally access say my house and also play the game. Finally if something did occur such that I was not able to even relate what happened to me I would hope that any of my real-life friends that are still playing could get that info to the right people at some point.

So let's assume that all fails and I have a rebellion on my hands when I return, the first option is of course see if we can resolve this diplomatically. In your example they have specific demands so let's first assume those are legitimate: both of those would be covered by our general change process. Though it's odd no one brought up the issue until I was missing, that's okay we can initiate the change process when I return and see if the issue is resolved. If it does, we're golden. If it doesn't and diplomatic discussions don't change their minds then we unfortunately go to war (which could happen over any changes passing or failing).

On the other hand if their complaint was just an excuse for a power grab we still do the entire process above and end at the same results.

So if we end up in a state of war because no resolution could be reached in the above cases then I use all the means necessary to crush the rebellion as efficiently as possible, including assassins and regular military maneuvers. If there is a ringleader I would try cutting the head off first, if that doesn't work I'd try a pitched battle. If we're too even matched that those are not making progress I would move to bleeding them dry logistically. I should note that the order picked here is somewhat specific to this type of conflict, I would prefer to minimize the damage to territory and people that may end up back under our banner. Total war against our own people should be a last resort to keep the kingdom together and how quickly we got to that point would depend on the circumstances surrounding the conflict (using outside help, odds of losing, ally situations, etc...).

There are also two extreme cases: maybe despite everything we tried I think they're right in the end, I could always step down. I would hope that I've setup a good enough series of checks, balances, and processes that such an action would hold little value, but it's always an option.

Finally if we find ourselves at a complete stalemate and we all grow weary of war we could decide that splitting the Kingdom is in both factions best interests. I find that unlikely to ever occur, but it's possible.

Never throw away an idea out of hand, there may be a scenario where it's possible.

Thanks for voicing your support of our County campaign. I agree that we share a fairly similar view on the need to provide a solid framework for stability within the Free Kingdom without overly constraining the freedoms of the people living within our borders.

The growth and prosperity of the Free Kingdom depends on fostering a wide variety of communities so that we become a vibrant society.
